A creeper farm, like a mob farm, and even farms with spawners in Minecraft work with the same mechanics. It doesn’t matter the design, since these farms work with the same principles and they are the following.

What blocks do mobs not spawn on?
The mob can NOT spawn on non-solid blocks. When we talk about non-solid blocks, we are referring to blocks such as glass, leaf blocks and even bedrock. A good trick to know if a block is solid or not is with a lighthouse. If the light passes through the block the mob will NOT appear, if it does not pass through it, it is a valid block.
A good way to check it is with a lighthouse. If the light from the lighthouse can not pass through a block, it is because it is a solid block.
Minecraft mob spawn radius
The spawn radius of mobs in Minecraft is 128 blocks, that means that to EVERY player, a bubble surrounds him, where he will always be and be the center, and only within this «bubble» will ALL hostile mob and all creature that is outside this bubble, disappear or despawn.
This means that where the player moves or appears, the mob can appear within the 128 blocks closest to him, caves included!! And this is important! Caves take away mobs since they take up a lot of space in the spawn radius and it is more likely that the mob will appear in a cave than in a farm.
Forget the idea of filling all the caves with torches, the easiest way to fix any mob farm is to raise at least 120 blocks from the base of the farm (where the hoppers are), with that, the mob will only be able to appear in your farm and not anywhere else. .
Eliminate hostile mobs as quickly as possible
Thirdly, there is something called Mob Cap. The Mob cap is the maximum number of hostile creatures (zombies, creepers, skeletons, etc.) that can exist at the same time in a Minecraft world (even on servers) and if these creatures do not die, then the mob cap will stop spawning more mobs.
The mob cap has a maximum capacity of 70 creatures, that means that if none of those 70 creatures die, then no new ones will be generated. Let’s say that 70 mobs spawn in the world, between creepers, zombies, skeletons and others like witches and slimes, and until some or all of those mobs die, Minecraft will not make any more appear. So if we eliminate 50 of those mobs, Minecraft will be able to make another 50 appear to replace them and fill the mob cap. So if we eliminate many mobs quickly, new ones will appear that we must eliminate as quickly as possible.
How to make a very efficient mob farm?
The first and most efficient thing is to raise 128 blocks from the base of the farm (where the hoppers are), with that the caves will be outside the spawn radius (the 128 blocks). This point is called the afk point and it is the place where we will force the game, so that mobs can only appear in our farm and only in the farm, achieving maximum efficiency.
The second is to eliminate the mob as quickly as possible, the easiest thing is to eliminate them by fall, so you must make the farm at least 24 blocks high from the item collection area, with that height the mob will die by falling. Or if you prefer, you can also eliminate them with an enchanted sword to get more loot and experience.
The third is to push the mob with water or scare them with another mob (like the cats who scare the creepers in the creeper farms) to push them into an area to fall into the void and die.
As a fourth step, make several spawning platforms to expand the area where mobs can appear, since the larger the farm, the more mobs can appear.
